Hi,
See the three desert tiles on my southern border ? Why can't I use them (building impossible too) ? Is this a bug ?
Ravenna was a city I conquered from the (now vanished) Romans (because they declared a surprise war which ended the wrong way for them, but that's another story).

The game doesn't allow to work a tile that has no yields on it, therefore denying a Citizen to be assigned to the tile (the blue bubble). That is why there is no Population bubble over it.

The only way to make a flat Desert tile workable is to manage to get yield on it. For example: having a tile improvement over it, have the Petra wonder, a Haboob fertilized the tile, being adjacent to a yield-giving Natural Wonder or Nazca line... or have a district with buildings (specialist).
The list is not exhaustive.

Seems your reasonning is wrong. There's an unworkable desert tile he can change and build a district on it, but he cannot change the other 3 desert tiles, so that must not be it.

Well, I wonder about this a lot, which tiles are workable by this city... But if a tile has no yields and is owned by the city shows up greyed out. If it has no yields (or any, doesnt matter), is not owned by this city and could be, it says "Échanger" or change (in english?).

So here Ravenna owns the five desert tiles, but only two can be worked (oil and encampment district). Aurelesk is right. Better check the "Empire" map mode, if they are in internal borders of the city.
Why cannot you build on these tiles districts, I cannot tell. Obviously you wont be able to place them in this view mode when assigning workers.

This is the view for the city of Ravenna, those three southern tiles already belong to the city but the one on the right isn't and thus can still be exchanged. The only tiles that can't be exchanged between cities are the one immediately next to the city center and tiles that already have districts on them.

Because there's nothing on them. You can't work empty tiles with no yields, there has to be a yield on them.

You can't build anything on them because there's no natural improvement that works for flat desert tiles, you can't build Farms on them.

That's actually what I had in mind. The OP said he cannot build on them, he should be able to build a district at least. But AFAIK the OP doesn't specify if he talks about districts or improvements, so we don't know...
