I suddenly noticed that I could see foreign spies stationed in my city from. They were from Indonesia, I have top secret visibility with them. Is this part of the Top Secret visibility features? Or a bug?
UPDATE: The spies are not visible every turn. It becomes visible right after I complete one of the space race projects.
