I have two calls for emergency against me at the same time. I cannot vote against the first option, see picture for explanation. Save game is attached.

It's not quite like that, you can vote in both resolutions, but in the summary and the system excludes you from resolution 2 anyway.
The same problem happened to me, I wrote a post about it here on the forum.
As of today, I have not found a solution yet.
