[LP] Cannot Add Certain Leaders in World Builder

I recently have been designing a custom map in World Builder, and I was planning to play as Theodora on this particular one. I noticed that when I go to add her as my Human character under the Advanced settings menu, she doesn't appear... Only Basil is listed when choosing Byzantium. I also was going to add a few AI characters as well, and two of those also do not appear: Nader Shah and Medici's Magnificence persona. I can add Byzantium, Persia, and France to the map, but the leaders will be Basil, Cyrus, and Black Queen Medici respectively. All other leaders appear to be available for any other Civs.

Also, I noticed that when I first create a map, the three leaders are all present in the list on the Advanced settings menu, but as soon as I reload to edit the map, they disappear entirely. I tried placing them on map creation, saving the map, and then load it up as a game, but the map isn't available to play when I try that (I assume because the set leaders go missing upon closing out of the World Builder for the first time).

Has anyone encountered this, or found a way to fix it so those leaders are able to be placed in World Builder? Seems like quite a strange issue to have, but there it is...
