[1.0.0.38] Not offered Pantheon

Why can't I found my first pantheon? Clearly I have enough faith. Here is a screenshot:

p.s. I can't install the patch to 56 on a Mac, so if this is a known bug in 38, I'd be happy to learn that.

Maybe you are playing a nation that can't found a pantheon?

Every civ should be able to found a pantheon, unless the OP is playing with a mod that changes that.

Kongo can't found a religion, but it still can found a pantheon.

I was playing China. But at any rate, I've since moved on and haven't encountered this bug again.
