The table below is my observation. (relation change value)
Looking into the numbers, it's not a huge difference, but overall it seems that the number of Relationship Changes from Diplomacy is not working as designed.
Anyway, Ems Dispatch does not show its impact for positive situation.
Just a thought, but I think it might be related to the decimal truncation error.
In addition to EMS Dispatch Civic, I believe there is another +25% Relationship Change bonus as leader attribute bonus or legacy bonus.
I haven't had a chance to test those yet, but if those are using similar modifiers, they probably have a similar impact.
The save file has Ems Dispatch unlocked, so anybody can use it for testing.
