Maybe one of the civ cracks out here could think of a extreme case where that would beneficial, but I don't see any good reason why Gran Columbia abandons its Synthetic Technocracy to get back to Theology:

To reproduce with the attached save:

1. Check Gran Columbias current government (Synthetic Technocracy)
2. End turn
3. Pay attention to the gossip
4. Check Gran Columbias goverment at the beginning of the new turn again (now Theocracy)
