As in the title, attached a save file where Isabella is full of treasure fleets but simply doesn't move them.
Could be related to the fact the Isabella is a new world leader, I remembered maybe they could not use treasure fleets, but in this case the bug is treasure fleets spawning for her (I guess they should simply not spawn in this situation...). Otherwise could be that the war "confused" her and now she doesn't know how to move them.
