I tested for the case of AS and Madrassa:
Don't think this is WAI, as it contradicts what was said in the livestream. For the Ottomans with their Grand Bazaar and the Owls Guilded Vault this was reported from MisterBoomBoom here ( https://forums.civfanatics.com/threads/secret-societies-synergies.661338/page-2 post #38)
I attached two saves for reproducing:
1. Use T106 save for being able to become part of HO and spending two gov titles to become able to built the AS. See that the ongoing production of the Madrassa in the capital is supended, but can be resumed (and the new option to built the AS is visible)
2. The T111 shows the game continued with building the Madrassa, one turn before its completition. End turn to complete and being still able to pick the AS afterwards.
