[GS] [1.01.501] Reactor age thresholds for nuclear incidents don't scale with game speed

On marathon speed, it would be expected that the thresholds for incidents are also 3 times as long compared to standard. But they're exactly the same.

All 3 incidents are possible for a reactor age of 30. Recommissioning would take 12 turns. So nuclear plants aren't really a playable choice on marathon.

I'd like to add that the nuke fallout time also doesn't scale, it is still 10 turns for nuclear and 20 turns for thermonuclear weapons on marathon.
 
Also I think disaster frequency, does not scale with map size. FXS is being actually very careless with the efects of the game modifiers.
