1.09 bug - Everyone starts with The Wheel?

When installing the 1.09 patch, I received the 1706 error discussed on this thread:

Whether that is related to the bug I am experiencing now, I don't know. The game seems to function completely fine, EXCEPT that when starting a new game, every civilization starts with The Wheel in addition to their normal starting techs. If The Wheel is one of there normal starting techs, then everything appears normal -- they start with just two techs.

I have checked quite a few xml files and nothing seems to be messed up there. I never had any bug problems until this one that appears to have come piggybacked in on the 1.09 patch. :(

Any ideas?
 
Just to throw some confusion your way then. My new games with patch 1.09 don't have this issue!
How about everyone else? Am I the lucky one or is this chap having some weird problem?

Since I haven't seen anyone else complaining about this problem, I'm guessing it's far from universal -- which only makes things more difficult for me. :sad: For all I know, this problem may NEVER get fixed because not enough people are experiencing it.

For now, I think I'll try reinstalling the game and seeing if the problem persists. Maybe I'll back-up the 1.09 XML files and replace the 1.0 files with those, 'cause for the life of me I can't think how the problem could be coming from there, and other than the game-balance improvements in the XML files I can't see any positive changes from this update. Things still run slow as mud in the late-game (maybe even slower than before), and my previously bug-free CIV is now buggy -- I think that qualifies as no positive changes.

Try starting a new game using the deity level and see if you still get the wheel.

I found that on my patched 109 game, I get 2-3 free extra techs on the lowest difficulty and just the normal techs at the highest difficulty. I didn't test the in-between difficulties. I could not find anything in the manual, advanced section, that would warrant this behavior. Don't know about prepatched CIV4.

I also got the 1076 error applying the patch.

1st Screenshot shows my starting techs.
2nd shows Tokugawa starting techs which appear correct. I checked the others in the game and they appear correct.

What difficutly are you playing at? The easy levels give bonus techs (you can see which ones you get at each level in the xml).
