(1.1.0) Siamese tradition Prathetsara doesn't work

This tradition gives 20% Influence effiency towards diplomatic actions with City-states. Slotting this card in and out doesn't change the value of Influence needed.
(I have already checked I'm interacting with City-states and not Independent Powers, although I do expect it should work with both types).
