[1.1.1] Naval units vanishes in exploration to modern transition

Description: Age transition text for military from civilopedia:
"...Keeping naval units beyond the second Age requires Fleet Commanders...."
Note: No mention of any kind of manual work for player to put all ships manually to fleet commanders.

Starting situation in last turn of exploration:
2 carracks manually assiged to commander, 2 carracks outside of commander

Observed result:
Modern start only 2 ship of the lines present:

Expected result:
Following land unit logic 2xcarracks packed automatically to fleet commanders and 4 ship of the present at modern start.

I had the same -- all of my ships turned into Mortars! So I started with a dozen Fleet Commanders, 2 dozen mortar, and 1 ship of the line. So very frustrating!
 
I lost a squadron commander & 4 bombers… no where on the map. Still listed in gold per unit list.
