This is embarassing. It has been broken since launch. If you adjust the sliders, you eventually get a black screen. Then it is only able to be fixed by deleting a file in a hidden folder.
At this point, just remove the HDR menu. Use the default Windows HDR values.
I know this has been mentioned elsewhere, and it's even on the official 2K support website, but there are few details on how to fix.
The bug is that there is no way to revert to defaults on the HDR calibration screen. Also, if you adjust it too much, your screen will go completely black with no way to recover.
The official fix is to "delete GraphicsOptions.txt". That's it. No mention of where this file may be found.
For anyone with this problem in the future, it's in your user folder under (hidden by default):
\AppData\Local\Firaxis Games\Sid Meier's Civilization VII
