1.61 Won't Install

I have downloaded the patch and it won't run. I get an error saying that no version of Civ 4 is installed...but it is installed.

I've tried running it from the desktop, C:, C:\Program Files, C:\Program Files\Firaxis, and C:\Program Files\Firaxis\Civ IV

any ideas what is going on?
