10.0 CS Bribe Bug

I was allied with a CS I had liberated (full blue) and was at war with England. Immediately after the first, inconclusive UN vote, England gained more influence over the CS, which then correctly declared war on me.

A few turns later, it happened again with another of my liberated, full-blue CS allies - without any intervening influence change involving someone else.
 
I haven't edited projects like the UN building, and haven't seen it constructed, so I'm not really familiar with any problems that might exist with them. I need more information on the circumstances that caused the problem in order to figure out potential solutions, if you can think of anything.

The UN building is the only extenuating circumstance I can think of. The basic problem is that a civ with whom I was at war was able to ally with a CS ally of mine by paying more than I had.
 
If that's the case there's nothing we can do about it with our current modding tools. Giving influence should be disabled with cityscape we're at war with, and if the AI can do otherwise, it's part of the game core only Firaxis has access to.

I saw a similar thing happen in one of MadDjinn's LPs a couple months ago (though I can't recall if it was a liberated CS or not), so I agree with Thal it's probably a (rare) vanilla bug.
