100% research when broke?

Hrm. I seem to recall there being something about it SUPPOSED to disband units., etc., if this happens... but if it doesn't, you're right: this can be exploited FAR too easily.

And going into the negatives with the treasury, I don't think, is really a bad idea. It'll make suing for peace a lot more interesting...

Going into negatives with the treasury is a really bad idea.. if there is no limit as to how far you can go into arrears (and if so, it may as well be 0) there becomes no need for gold at all for anyone who doesn't use the Universal Sufferage civic. I rarely use it except if I'm behind in an unexpected war, so I'd be perfectly happy letting my treasury run down to neg. infinity while I lead in tech. (Especially when you can accept all of a dominant civ's cities/techs/gold when you're ready for peace.. doh!)

Nevermind.. sorry for the noise.

I did an extreme test with world builder and it seems to work 'properly'. A single (striking) unit was disbanded each turn and research was pretty much stagnant (though it did drop one turn in a half-dozen).

Perhaps I wasn't as broke as I thought and the game was dropping the research to a point where it would give me a small surplus, then using it up at a higher research level the next turn and so on (thus allowing me to research Banking quickly). I don't think I was at the strike level and so wouldn't see unit loss.

The game will never increase your research or other sliders automatically, only lower them to prevent you going into debt. No idea what it does with defecit spending, though.
