I was fighting Gilgamesh late last night and I took his capital amd two other cities. I swapped those two cities for two other cities and noticed afterward I did not have the -18 with him for having his city.

Yet to try again but it is a nice elegant solution if it works, much better than gifting a city to the next enemy

Wow that sounds like an awesome solution. Will try this is my current game and report back

Yup, worked last night too, you only need to give 1 back

I had a -18 with Trajan today after war.
Later on he got cross with me invaded and repulsed and I got 2 cities, kept the nicer and gave him back the rubbish one, poof -18 gone again.

EDIT: I also had a -18 with Harald, I settled a tundra city, gave it to him and poof the -18 is gone. I am no longer annoyed by the -18 you have my city penalty, quite the opposite, I like the idea of rehousing their people is a cooler clime

I'll have to try that with Hojo (not that I really care what he think of me) to see if it works. I have some captured settlers with nothing better to do with them. Enjoy your new snow city! :D

Does it work if you return a city in the peace deal or does it have to be seperately?

On the one hand it really feels like bugusing, on the other hand the whole of diplomacy penalties is really messed up and not fun to play with...

Yes agreed. The following would fix most of the problems in my view
  1. The -18 You occupy my city penalty should degrade and not to slowly
  2. The -20 razing my city should degrade but a lot slower.
  3. Ceding a city should remove the -18 penalty for that city only but you should still get the Warmonger points with everyone else for taking it in the first place. Maybe reduced.
  4. Ceding a city should also stop a casus later on.
  5. Liberating a city wiping out all those warmonger points is a joke and should just reduce them by a % or a sum based on era
  6. You should not be able to liberate any city when you were the one who originally took it (to stop the gifting exploit)
  7. Troops near my border should be triggers when troops are in close proximity to each other, not spread across the globe.
  8. There should be some severe penalties for using Nukes
  9. There needs to be a united nations of some sort that has some ability to kerb nations. especially steamrollers.
  10. There needs to be a limit on the different governments modifier... it can get pretty bad. The agenda has its own modifier it does not need to double the standard penalty... The standard penalty does seem to get high sometimes too even without the agenda. not sure it its a bug
I think I'll post these in suggestions
