2 cities within 3 tiles? (Not a Bug)

Second city was built too close to first city, there should be minimum distance of 3 tiles.

This is on Ubuntu latest version of Civ with all updates.

The Dutch built a city three tiles away from mine. And it was three tiles from one of her existing cities. How is that possible?
 
I've been noticing a lot more bugs in the game lately (not being able to build districts and improvements where I should be able to, for the most part). But this one is something I never thought I'd see...

This might not be a bug - I've noticed that the minimum city distance is no longer taken into account if the two cities are on different landmasses. So as long as there's a contiguous path of non-water tiles anywhere between two cities, the minimum distance between the centers is 3, but if all paths from one to another are interrupted by water, the minimum distance disappears.

That being said, maybe it really is an oversight. Only way to find out would probably be to submit a bug report directly here: https://support.2k.com/hc/en-us/sections/206390527-Civilization-VI

That has been part of the game since day 1 (in fact since previous civ versions), definitely not a bug.
