2 Questions: Colony and Blue Sparklies

Hi there,

I have 2 more questions (for now!) that I'm hoping some of you Civfanatics will help me with:

1) Remember Civ III's Build Colony command? I can't find it in Civ IV. Is that because it doesn't exist? Is there anything that will perform a similar function (for those of you who don't remember, it was a command in CIII that would allow you to lay claim to a single tile, usually one well outside your city limit, at the cost of a worker unit.

2) Occasionally, a unit (or even possibly a city, though it could just be a unit that's IN the city, I can't tell) will start glowing a greenish blue (this even long before Nuclear technology). I call this effect the Blue Sparklies. What is up with that?

if you'd read the manual and or done the tutorial you might know what the blue glow is.

the blue glow means that there is an unit promotion available, sometimes certain buildings or civics will give your unit some experience and allow you to get promotions for it right after you produce it.

and theres no colonies in Civ4
 
The Civ4 alternative to colonies is the expansion of culture. If a resource is w/in your borders AND you've done whatever is required to utilize it (typically road + some type of improvement, mining, plantation, etc...) then your civ can use it.

The "Blue Sparklies" is a nice description ..with your permission I shall adopt it myself....
