[3.13] Is this a bug or a feature? City defection to unknown civs

Just a few rounds into the game I stumble upon a friendly hut and get a settler. So my second city is a bit far away from the capital. Soon afterwards I get a message that the citizens of Antium, the second city, would like to join the Japanese. I hate those annoying pop-ups since I just don't want to give away my cities - but here's the thing: I did not have ANY CONTACT WITH OTHER CIVS yet! So, how and why do I get info about other civs?

Factors in short:
1. Settler from a hut
2. City not directly near the capital
3. No contact to any other civ
=> Yet they want to defect into the unbeknownst...

I'd say it's a bug, altough some could argue it's a realism feature since you might have heard rumors of other civs even if you didn't actually meet them.

This isn't a fix for the bug, but if you deactivate advisory pop-ups, you will no longer see these.
 
Those messages were quite annoying in the original patch, but seem even more prevalant now. There's a lot of reports of them happening the instant a second city is founded. Best bet is just to switch off the advisor pop ups.
 
I've seen a report of it happening the reverse direction (the AI giving a city to the player), so it's definitely a bug, and definitely should be fixed. As much as I'm sure we all enjoy getting free cities. ;)

Just giving it a little bump so it won't be forgotten. Did you find the time to take a look at this, Bhruic?
 
I haven't been able to duplicate this bug yet, so can't really check it out. If someone has a save prior to it occuring, that would be helpful.

That's because you can enable an option to choose the leader for your civ in a custom game. I read about an "exploit" with "Boudica of the Romans" here in the forum and wanted to try it. ;)
