First Golden age costs 400

Additionally, each city on empire increases the cost of the next GA by 1%
Proposal:
Increase the cost of the first GA to 1000 GAP
Increase the city scaler to +5%
Rationale:
Golden Ages are too cheap, which is contributing to a problem of perpetual GAs in the late game. They make the GA system boring and uninteractive
The first GA comes too early. It comes too fast to use effectively, or at all. It comes so early that it doesn't feel like it comes sooner or later for any different playthrough; it just feels like an inevitable game event.
5% is a standard cost increase on techs and tourism for empire size. 1% is too small. This will help define GAs as more of a tall mechanic. We are in need of a few more bonuses for Tall, because wide has started to feel like a dominant strategy.
