If one state is being done... why not start a group project to give every state a civ. Then make a custom state scenario. It would be really cool.
Idea:
A map of the united states. Preferably a big big big one. Then have all the states start in their capital. It would be interesting to say the least, maybe give each state different objectives? IDK just a massive idea addition to a single state mod.
