7.4 TBC looks for a missing file?

I posted a similar problem some time back, but I'm still experiencing the same issue after going through the steps listed in the Bug Reports Forum.

I found a thread http://forums.civfanatics.com/showthread.php?t=423017&highlight=legalism+bug discussing a similar and maybe the same issue, but it seems that issue may not have been resolved.

When I start an unmodded game, things seem normal, but when I start a game even with TBC alone, I see this dialog box:

Texture Load Error

Unable to load texture [Assets/UI/Art/Icons/SocialPoliciesBranchBlackMask.dds]

I checked the folders and could not find the said file.

The game seems to work fine and I haven't been able to identify possible effects of this problem, but I think one may be Aristocracy not giving culture buildings which is a problem I encountered playing as Hiawatha with some other mods installed and using v 70.

I deleted everything in the MODS folder, cleared the cache and mod user data, and installed v.74 but the problem persists.

Is SocialPoliciesBranchBlackMask.dds a file supposed to be in TBC or maybe a file that it uses? I tried searching it too but couldn't find it in the TBC folder either.

Edit: I played again and confirmed that I had the same problem as the one in the thread with the link above. Legalism does not spawn a Great Artist.
 
SocialPoliciesBranchBlackMask is part of the vanilla game's social policy window artwork. I rearranged the trees there but nothing else... not sure why that'd cause a texture error. I've never seen the error happen.

I never did figure out why one policy might work properly (free great general) while another does not (free great artist), and both work on one computer (mine) but not on another computer (yours). It's really all very bizzare, and difficult since I can't test it myself. I'll think about it a while and see if I can come up with any ideas for stuff you can try. :think:
 
Yup, a confirmation on being able to spawn a GG with Warrior Code.

I'm not really knowledgeable about programming and stuff, more so for the particulars of Civ, but maybe the game just didn't install properly since I don't have that file at all? Maybe if anyone would be so kind as to put the file attachment, I can try running the game with that file in the location where it's being searched for, if that file isn't some form of save file or something.
 
Playing as Japan, I observed that Honor does not give the +1 Happiness and +1 Culture it's supposed to.
 
Honor did notify me about Barbarian camps.

I rushed getting v73 the moment I saw your post in the thread about the game crashing (my bad), so I'm not quite sure about v74, but at least for v 73, Tradition does give +2 culture and not +3. However, Legalism still doesn't give the intended bonus and the GA (this is for v73).

I would've liked to check in v74 if Warrior Code gave the +1 move for GGs.

Nevertheless, the same error appears when starting the game. Maybe the error happens because TBC rearranges stuff in SocialPoliciesBranchBlackMask.dds, and it can't be found?
 
SocialPoliciesBranchBlackMask.dds is just a vanilla game texture, a piece of artwork. I don't think it's possible for a mod to delete art from the core game, which is why I'm puzzled.
 
A friend helped me solve the problem somewhat somehow. We went for a shotgun approach and pasted his working folders into mine which got rid of the error message, and made the policies work using v 73.

Although a bad result of what we did may be Democracy causing an error wherein upon adopting the policy, the button for choosing a great person does not respond, thereby leaving me stuck in the game. I also noticed the Oligarchy bug in play (no exp for garrisoned units).

Seems the original problem was solved. I can try to attach a save file for the Democracy bug.
 
It's odd that copying the folders over solved the problem... but deleting cache/moduserdata did not solve it. Civ can be so weird at times.

The Oligarchy bug is fixed for the next version.

When the great person selection doesn't respond, do any error messages appear in the firaxis tuner? (See the bottom of the Reporting Bugs post)
