Problem:
Currently, you get -5% tourism against a player for every city you have more than theirs. This modifier is capped (bottomed) at -90%.
Modifier from following a different ideology is -10%.
The Travel Ban resolution gives -35%.
There are other possible negative modifiers in modmods.
As a result, it's possible for the tourism modifier to get below -100%.

Proposal:
Tourism modifier cannot get below -100%.
The cap for empire size difference is removed.
So if you have 20 more non-puppet cities than another player and don't have positive modifiers to compensate, you still won't get any tourism against them.
 
All modifiers are additive in this game.
 
In a recent game I tried a very wide CV game and never saw my tourism go to 0 against a civ, which I would have expected considering these numbers. Are you sure this is how it’s calculated?
 
What happens when it's below -100%? You lose tourism?
Your tourism drops against that particular civ. Faster with higher base tourism.
 
well it contains parts that are not just a bug fix. making it so you can't have negative tourism is the bug fix, but the rest is a proper proposal
