The computer I use for games has 1GB of RAM, a 1.8 GHz Xeon processor, on-board audio (some kind of Intel chipset), and a Radeon 9800 Pro.
I initially installed the game on Windows 2000, and found that it crashed on startup, immediately after the status screen displayed the "Checking XML" message. I tried all the fixes suggested on this forum (installing as a different user, installing the updated MSXML parser, etc.), with no luck.
So, as a last resort, I formatted the drive and installed Windows XP (which I had been meaning to do on this computer for a while anyway) After installing all the drivers, security updates, (and disabling all of XP's interface "improvements"), I tried installing Civ IV, and guess what! It worked.
So, if anyone is having this same problem, this may be something you want to try.
