Something similar happens when you try to load a save-game saved with FW in MGE... But of course that's not your situation...
The answer is....drum roll.....
Civ2 always uses a default save name related to the game date. If you change the date fields in the lables.txt in such a way that say the months of the year contain an illegal character (like colon), you aren't allowed to save.
