a question about rule?

I see the five minor gauntlet,and want to give a try.
In fact, It is a extremely panic experience, but It's another topic.

before I enter MT,I found a serious problem,
AI will beat me by achieve 100K first before I socket my spaceship!
(small 100K=80000)

I download the other Sid SS game,

try to find other elite player how to solve this problem,but find a strange fact:
such as:
in standard game,before the player win,
the Greece achieve more than 130000 culture points (great than 100000)
and the Greece build the UN!

so comes the question:

AI will not win by 100K? or a bug,randomly take place?
AI will not initiate a election?or the AI will randomly initiate?

very early,I play a small map-size game,achieve 80000 culture points,but never win.
so, any elite player show me the puzzle or point out the proper thread to answer this?

First off, Welcome to CFC! It's always good to see an HOF player also be a poster.

What you need to remember is that in addition to achieving the map-size's required culture points, in order to win, a nation also has to have twice the next competitors culture.

For instance, in your small game where you achieved 80000 culture points, if any AI had 40,000+, you weren't at twice the culture and couldn't win that way.

Check everyone's culture in your current game. The AI might not win by 100k as soon as you think.
