Very quick suggestion here, could ends of rivers also offer a tile of fresh water?
Image is only used for visual purposes.
As you can see here, the river very clearly ends in the northern desert hill tile, all I'm asking is if the tiles at the ends of rivers could also yield fresh water. It's a very small change, but it could open up a lot more potential city placements.
