A Proposal to improve Crete

I think that Crete is good as it is exactly because it was home to an ancient Minoian civilization, but became vastly less important with time (outside of its strategic value). As such, it doesn't have to support any good cities because in-game Minoian timespan is a short one, and it would barely reach the potential "good city" usually implies. Sadly Civilization4 doesn't have "fading to obscurity" mechanic for cities based on their decline in importance, so even an independent city flipping to Greece would become rather annoying burden that is going to stick unless hit by especially lucky collapse.
