1.why I can not abandon city I've created ?
2.why I can not abandon city I've concurred ? (not erase city)

I know heh ?

personally, having a single opportunity to "liberate" or raze a CS I've conquered, or any city I've conquered actually, is very annoying to me...

The option to do so, or even to raze, should be available at all times, even for cities you founded yourself...

but heh, it's certainly NOT the worst probleme the game has...

When you say "abandon" a city, what do you mean? If you no longer want to own a city, you can always gift it to the weakest AI.

abandon city, in my vision, could be:
- completely erase the city and all of its improvements from map. Again, my city and not just concurred one.
- exclude the city from my nation/empire and let it be on its own: city in X turns randomly could become a city-state or vanish/extinct from map or become barbarian post or concurred by other AI or any other ideas here.
- sell city to anyone interested.

and of course to leave the option to gift it.

It just may happen that you missettle or reveal some resources later and want kind of "push" your city a tile or two. Then the gifting option is not so useful, unless you're prepared to go through a lot of hassle of gifting it, going to war against that AI, then capturing and razing your former city and possibly earning some bad diplo with the others.

Some earlier instalments of the game had such an option, if you built a settler in a low pop city, people just packed up and turned into a settler leaving no trace of the city that was there. I don't see, why it could not be like that in Civ 6 as well.

Just to make sure, do you mean conquered?

I founded a city with a captured barbarian settler far from my heartland. I was then attacked by Arabia and with no hope of managing to defend the city, I shopped around and sold it for cash
