Our first three provinces were decided by a one vote margin. The competing plans were:
The "Capital Province" Plan
The "Strictly Geographic" Plan
The Capital Province plan was to be followed up by rule changes that made the Vice President or Domestic Deputy the defacto governor of the "District of Bohemia". Additionally, the Forbidden Palace was to become another "District" under the control of one of these deputies.
These rule changes were never pursued and have died of atrophy. The "district" concept is supported by twisting our laws with verbal symantics to say that the one city province is not defined as a province. This takes a Legislative duty (governing a city) and permanently gives that power to a member of the Executive Branch for no reason except we once were going to do something else.
I propose that we revert the first three provinces to the borders described in the "Strictly Geographic" design. This is supported by several laws. First, we are mandated that our provincial borders be geographically based. Second, there is no legal allowance for districts; we only got there by doing a tongue dance. Third, our constitution separates the powers and responsibilities of the three houses and the use of the "District of Bohemia" directly counters that separation.
