I have two questions about Eleanor and how to make the most of her dreadful ability.

First question is quite simple : does Mexico suz bonus work for her ?
The "3 more tiles reach" works with factories and power plants, I suppose it works with entertainment buildings (zoos, aquariums, etc.)
I was wondering if her 9 tiles pressure also benefited from it, and became a terrifying 12 tiles.

Second question is bug related : sometimes, I capture a city through loyalty pressure without having the possibility to refuse it. Not only does it force me to take a city that I might want to free then destroy, it also cancels the era bonus. I was wondering if the conditions under which this bug happened were known.
The last time it happened, two cities on different continents heard the sound of the troubadours at the court of love at the same time. On this turn, I discovered refining : oil appeared on map, one deposit under one of the cities. The rest of the turn happened as if those two cities had been mine for a while, I had to choose what to build. Is it related, or just a coincidence ?

Not sure about your second part but the Mexico suz bonus doesn't apply because it only applies to "Regional effects from buildings in Entertainment Complex and Industrial Zone".
