Absorbing other civ's cities

Does any one of u kow how to absorb cities into your empire? I have an extremely high culter score, takes up 25% on the histogram shared by 15 other nations and I ve foreign cities trap in the middle of my territory! This is VERY annoying especially when your army is fighting a desperate war far away in the front line. I hate having my units patroling the borders, I hate seeing sum territory lines in the middle of my empire, I hate building new roads across mountains just because we do not ve a right of passage agreement, and I hate seeing it as an invasion point by other civs (ocean tile attached)

I cannot declare war coz I'm already fighting 2 other civs and having 4 civs vs me alone just would not do.

They would not sell their cities even when I have offered to give them all my techs, my few frontier cities n a huge lump sum which is 500% more than they have in their treasury.

So I have to resort to culture absortion. How do I do this? what are the requirements?
 
The most vital part is how is your total culture compared to the on of your enemy?
the best chance for "absorbing" enemy cities is having 3 times as much as an enemy. Then the city in question shouldn't have too much culture itself and not being Democratic makes it also easier.

You can take a look into the rules by using the editor. having 3 times the culture of the enemy gives you 40% or so chance for culture takeover.
 
At least one of your cities must have at least one square of overlap with the enemy city - within the standard 21 square working area. I think I read this in the Info Center on this site, not sure if it's in the manual.
