Adjusting Default Map Settings

I would like to modify the default map so that there's an additional Civ on the small map, or maybe smaller dimensions on the standard map. Would I just mod the default file and save it with a new name (as a mod)? And how do I edit those parameters (not to mention what else would I want to adjust -- starting distance between them, right?)?

Nobody knows how to adjust the # of Civs for the default maps? How about any scenarios that allow more Civs than allowed in the equivalent grid-sized maps?
