Just noticed this today and tested it a few times, it "worked" every time.
If you start in an advanced era (like renaissance) you cities start with some additional tiles in addition to some buildings. So far so good. However every successive city will get progressively more tiles. If your first city gets 2 additional times (in medieval start) the second will get 4 more tiles, the 3rd one will get 6. It looks like the number of bonus tiles is multiplied by the number of cities (which reminds me of the Goddess of Harvest bug).
I don't think a save is required as it can be checked with just your initial Settlers as early as medieval start but just in case you want one, this one "worked" as explained.
