The many problems with Modern era

I think these ideas could work if the terrain bonuses were actually traditions... traditions flow from one era to the other so if you choose a civ that doesn't have bonuses to the same biomes than the preceding one, you could slot the traditions in to correct that fact and it would really make for more meaningful decisions as to what traditions to slot in
Especially given that the game reduces all terrain to one of 5 types: Tundra, Grassland, Plains, Desert, Tropical, then 5 Traditions could do it.

The real trick would be keeping the effects/bonuses of the 'terrain traditions' equally valid for each Age, given the way the basics change in each generation. A generous bonus for the beginning of Exploratipn Age would be a trifle at the start of the average Modern Age.
