As the title says, this is just a thread for potential leader agendas.

Random Agendas

Diplomatic
: Likes civs who engage in diplomatic agreements or alliances, and make promises or requests to other civs. Dislikes civs who neglect diplomacy.

Antisocial: Likes civs who form few alliances and make few promises or requests. Dislikes civs that form alliances with multiple civs at once or make frequent promises or requests.

Hermit: Likes civs that do not trade or engage in diplomacy with him or her. Dislikes civs that send trade routes to his or her cities or try to make demands or requests of him or her.

Collector: Likes civs with fewer Great Works than him or her. Dislikes civs with more Great Works than him or her.

Historian: Likes civs that have achieved many Historic Moments. Dislikes civs that have achieved few Historic Moments.

Disciplined: Likes civs with highly-promoted units, regardless of army size. Dislikes civs with few or no promoted units, regardless of army size.

Reformist: Likes civs that are in an Age different from their previous Age. Dislikes civs that have been in the same age for multiple eras.

Ruthless: Likes civs that refuse peace deals unless they are ceded cities or gold. Dislikes civs that give up items for peace or are lenient in peace deals.

Instigator: Likes civs who denounce other civs before being denounced themselves. Dislikes civs that have been denounced by civs they have not yet denounced themselves.

Atheist: Likes civs that have no religion. Dislikes civs that spread religion, whether theirs or another civ's, to his or her cities.

Demanding: Likes civs that give in to his or her requests and demands. Dislikes civs that refuse his or her requests or demands.

Defiant: Likes civs that continue to fight wars even when militarily outmatched. Dislikes civs that ask for peace deals early.

Risk-Taker: Likes civs that settle cities in areas with low yields, resources, or loyalty. Dislikes civs that only settle in ideal locations.

Globalist: Likes civs that send trade routes to many different civilizations. Dislikes civs that send trade routes to few civilizations or only to themselves.

Follower: Likes civs that his or her closest ally likes. Dislikes civs that his or her closest ally dislikes.

Nonconformist: Likes civs that many other civs dislike. Dislikes civs that many other civs like.

Dynamic: Likes civs that change their policies or government often. Dislikes civs that keep the same policies or government for an extended period of time.

Conservative: Likes civs that change their policies or government rarely. Dislikes civs that change their policies or government often.

Flat Modifier Agendas
A type of random agenda that modifies other relationship modifiers rather than being an agenda itself. I see each of them having a 1-2% of appearing so that they overall are appear ~5-6% of the time (every two games or so for standard games).

Amicable: Positive relationship modifiers increased by 33%. Negative relationship modifiers reduced by 33%.

Irritable: Positive relationship modifiers decreased by 33%. Negative relationship modifiers increased by 33%.

Moody: Positive relationship modifiers increased by 33%. Negative relationship modifiers increased by 33%.

Stoic: Positive relationship modifiers decreased by 33%. Negative relationship modifiers decreased by 33%.
 
I'm surprised these haven't been implemented yet:

Luddite: Dislikes civilizations that are more technologically advanced than they are.

Philistine: Dislikes civilizations that are more cultured than they are.

Sceptic: Dislikes civilizations that are more religious than they are.

Covetous: Dislikes civilizations that are more affluent than they are.
