AI and unit support

Yesterday I started a game on Sid for the first time. At around 1200BC, I'm almost at par in tech (3-4 techs behind the best, 1-3 techs ahead of the losers).

Anyway, I went to war against the Zulu, who had 2 cities of sizes 6 and 3 respectively.
After declaring war, I set-up an ambush of Catapults, Swordsmen and Spearmen - and waited for their offensive forces. Only 2 turns later they arrived, and I couldn't believe my eyes! I had expected 10-20 units, but they sent 12 Swordsmen, about 20 Impi and 5-10 Archers!!

The big question that arose was; how the hell can they afford the unit cost? They are either in Despotism, Monarchy or Republic - meaning that their number of allowed units is max. 8. They sent about 40 units at me, and I'm sure they have atleast 5-10 defensive units left in their cities, so let's assume that they have a total of 50 units, meaning a minimum of 42 gpt in unit support costs.

How in the world can they afford this, AND be the tech leader? Do they get a huge bonus with regards to allowed units at Sid? Or is there some other factors at play here?

Needless to say - they raped my only city, and now I'm left with only my capitol :(
Can't wait for my revenge though, I'm spitting out Catapults and Swordsmen like there's no tomorow ;)
 
Life is hard at "Sid" Berrern. But the award of winning on "Sid"... Ah, bliss!
 
Berrern, if you hit F3 you'll find out exactly what Gov the AI is in, then look at the editor and see if the AI is doing something it shouldn't.
 
Let's assume they are in despotism. That is 8 support + 8 for each city + 24 extra free units. so that will give 48. Meaning that they probably are paying low support if even they are paying support at all.
