AI Building ships issues.

okay i'm work on my map and I went into the civilizations and added each the seafaring flavor and I set their govorners to building Naval units often but the AI just won't build ships for nothing but using the ships to escort transports. I set the difficulty to Deity but they still won't build many naval units...Can someone help me make it so the AI will build ships for actually using them? Thanks.
 
You might get better answers if you post this over at Creation&Customization forum.

Anyhow to my knowledge, increasing their values (Att, def and bobardment) but still keep their shieldcost low can help abit.

Whenever I make maps, that helps a lot. Also, it means cheap battleships :D. BTW, what is the map you're working on?

Oh it's just a balancer I'm making for myself for the future era so things are way better than before. I wanted to add some units but I just can never figure out how to do it so I gave up on that and i'm just working with what units are in the game, to say the least it's still alot better than the original civ3. XD
