Has anyone played a non-scenario game that has AI civilizations nuking each other? I have only seen it once since 1996.

That would be so cool to see happen. No, unfortunately, the closest I've seen to that is SDI of an enemy's city protecting me from a nuke attack by a third party.

I've never seen AI civs nuke each other, but I have seen the Barbarians use nukes (via Cheat Mode, of course). I've even seen 'em try to fortify them in Fortresses, like every other unit they have.

:nuke:
I have seen it once, Aztechs and Vikings in a nuke war with me. ( I intentionally speed to manhattan to start nuke wars. ) I was getting nuked often but SDI was helping out, then Vikings took over one of my cities with a stack of Muskets and Ele. (carelessness on my part for leaving 1 rifle in the city.) Aztechs nuked the city the same turn and I moved right back in. ;)

I have seen a nuclear war several times, but the worse one was when I was Russian, and I the nuke secret stolen from me by the Egyptians, who controlled all of Africa, and they nuked the United States. I gave the nuke power to the Americans hoping they'd use it against the Egyptians, but instead, I lost York (the English city) to the bastards.

Major pain in the ass. That was the worse scenario of the game, because after that incident the Indians stole nuke power from the Egyptians, and we had our own little war in Vietnam/China.

I've seen it - France started nuking Japan and it was not once either, they exchanged at least 4 nuclear blows between the two.

Anyways, I liked it because they weakened themselves and me being in the middle of the two - and having a high culture/influence to absorb many 'pissed off' neighbors in both countries to my nation ;)
