AI governors and Cavalry

I recently completed a game on domination vic but played on for fun to finish some personal goals.

I noticed the AI keeps setting builds to cavalry even though I have modern armor. This is c3c 1.22. Even changing the builds to modenr armor doesn't appear to 'teach' the AI governors to build them.

Is this a known bug? I usually don't spend much time in the modern era so I'm a little surprised by it.
 
I should add this is not a problem with other units in earlier ages, even if I don't have 'always build last' checked off. A city, once its been told to build a certain unit enough times will stick to that unit. The AI will also correctly pick the best defensive/offensive unit to build tech dependent.

The governor in this case simply skips over Modern Armor unless I queue it in a build. Very strange.
 
I noticed that in a game I had recently with the russians, I thought that cavs (well, cossacks) would be obsolete by this point.
 
Is the city undefended? My cities always want to build the cheapest available unit if they are undefended.
