(AI ISSUE?) AI: AI Building National Park in city with no Forests

Title explains it all. I am currently playing a Monarch/Marathon Game and Asoka is building the national park in a city with no forests nearby. In Fact he doesn't even have a forest in his borders on that continent. Seems like a bug.

Oh I should say, actually his cities were split between two continents. On the other there were plenty of forests. The cities were less developed, but Asoka had been settled there for a while. (The continets were only seperated by a two or three tile lane of water.)
 
OK that probably is a bug, or at least an 'AI deficiency' (I rmember a game of Warlords, my Ally India had a double holy city, we had been through a war and they had recaptured it (so it had no National Wonders in it) and after the dust settles I see them starting to build Wall Street... in another city.
 
How is that a bug? I don't always build my National Park near forests. I like it to be near farms so it can grow huge.
 
National Park & Globe theater is practically making a city of almost limitless size, well limited by food, I suppose. Who needs forests?
 
Looking in detail, I might mark this as an AI improvement. The city does have massive unhealthiness: its -13, but this is due to poisoned water supply.

I would just wonder whether it is taking into account that the unhealthiness is mainly a temporary effect when choosing the optimal city for this wonder.
 
It's not a good thing, it's mostly stupid.

I've seen the AI build parks on top of beavers and deer to mention some resources. It's ineffective 99% of the time.

While we're talking about AI and improvements on resources, I've noticed that occasionally the AI gets REAL stupid and builds forts on resources...

Forts give you the resource, so thats not stupid, although the AI does appear to be Preserve Happy.

I think it buids preserves on tiles that it doesn't see being used [because they give happiness even whe unused], but it should convert them to lumbermills.. mine don't because they aren't allowed to replace improvements

as for building it on fur... if this was after plastics, the camp is useless on fur except for some commerce, although they should build it on deer.
