It seams the AI just expands until there is no space to settle and then declare wars if they cant expand anymore and when you enter their territory they have 5 settlers waiting to settle but there isnt place XD

Does the AI has any knowledge of social policies cost and expanding to much? Did anyone lost to a culture victory?

Its allways funny that polynesia hates me because (i am trying to win the same way they do culture game) but they have 10 cities

simple question does the AI ever consider lets go for a culture victory and dont expand to much :crazyeye:

last couple of games i played, some of the other civs just had 2 cities.. and didn't bother expanding.

some other civs had random cities all over the place.

Hey brah, if anyone's gonna get a 10-city culture victory, it's Kamehameha. More living space means more coast means more moai.

in general there's no reason for the AI to stop expanding. their innate happiness bonuses make it so pretty much any city will be beneficial.

AI will go for a culture victory and not expand enough. you have it pretty much opposite; with the new policy cost changes there's not much reason to go with few cities, and the AI is harming itself by doing so. the AI does suck at high level grand strategy, there are just some programmed in weights like flavor expansion and when it decides to go for a culture victory (flavor culture victory > other victory types) the flavor expansion drops.
