I'm a big fan of sprawling maps with lots of civs / AI. Recently, I tried a game with 36 total players on a custom map that was twice the size of huge (With extra resources to fill in the gaps). It made the exploration era and the size of the world feel grand. I was personally able to found 10 cities. But the AI barely seemed to settle any of it. The incas had an entire little sub-continent to themselves. Probably enough to found 16-20 cities. And yet, by the time we reached the industrial era, they still only had 5. Half a dozen unique happiness resources were unclaimed in the area, when they didn't already have a copy. Honestly, when all is said and done, maybe 20% of highly-valuable land remained unsettled across the entire globe. (That's not counting arctic areas).
Now I know this is a unique situation given my game options. But I was wondering if there was a line of code somewhere that I could change to make the AI settle larger empires? I know how to modify files in general (I doubled my map size and increased resource spawning after all). But I don't know what to edit to increase AI expansion willingness.
