AI stupidity

In my current game, I am across a chanel from Torky. (Huge Marathon Continents) The Map has a one tile wide "ocean" running east-west for about 20 tiles I'm north and Torky is south. My boarder has his port shut off , along with the entire distance of this "chanel" and he is building his twentieth (or so) Galleon in his only port city with no way out. I wish there were a way for me to 'roll back' my boarder for a couple of turns so I could fodder more XP's for my navy
 
I've seen this happen before, when the AI threw a few archers at some swordsmen on a plain outside the city. He was down to one city, and had four archers guarding it, with a rude monster stack of 10 swordsmen and axemen knocking at the door. I think this was a suicide move, and I've done it myself, when you're pretty much out of options and you just do some crazy stuff to try and shake something loose. Sure, it was a mistake, strategically, but there was zero hope for him anyway. Why not go out with a bang?

This happened to me in a recent game. I had 5 Calvary and a few cannons and cats. Upon Declaring against Cesear I took his first city and headed for the second. After reaching Rome, his capital with 8-10 defenders (Muskets, Longbowmen and other stuff). Instead of fortifing he decided to move everything but the 3 or 4 longbowmen to attack me. Leaving him wide open for my Calvary to Kill the stack without having to deal with the defensive bonuses.
 
He (AI) usually runs all his ships into port and hides. Sometimes I wish I could attack the ships while they are in port. But then I realize that my ports would no longer be a haven. A badly damaged ship could no longer lurk in the drydock until repaired.

that is only because the only humans you know have an IQ less than their age
 
The silliest thing the AI does is send out a good unit from a city under attack to capture a worker which you have placed as tempting bait thereby reducing the number of defenders in the city just enough so that you can capture it and usually retrieve the worker which the AI just captured.
