All,

How can you tell where your air units are located?

Once I rebase them and tell them to sleep or intercept, I don't see an icon on the screen anymore.

Could a mod be messing this up or is this normal?

There should be a little number above any city with an aircraft in it, indicating the number of aircraft located inside it. Click on the number, there will be a list of aircraft in the city. Select the unit, use it as per normal.

If you open the small military report (top left), it will list all of your units.

Select the unit. Then, in the unit display in the bottom left corner, click on the dot (bottom left). This should take you to the city where the unit is based.
