Airlift Ability

Is there an effect defined in the xml that gives the airport the airlift ability? I wanted to give it to the aerodrome district to make it more accessible and worth getting it.

If not, is there a way to change tech and civic requirements for airport and airlift?

I've looked but could never find it.

I also took a look earlier today and only found where the Unit-Command is defined for the interface but not anything anywhere that implements it in the xml. Which means it is either directly coded in the game's dll or it is implemented in some abstruse way in the lua files that make it not a simple matter to ferret out.
