Allied access to squares

What I mean here is that if you are an ally you get to occupy the same area as your ally - including cities, transports, use of airports/air fields, etc. Most significantly you would not be inadvertently blocked by an ally in an attack on an enemy. Same for ROPs although not common use of transports or airports ROPs would really mean something as you could take road/railroads through allied cities rather than diverting.

You could have 2 levels of ROPs:

Level 1: Same as Civ III
Level 2: Ability to share squares with foreign troops, airports, harbors, cities, etc.
