Allow Debug Tools breaks Africa shotcut in WTP

When checked in WTP 4.1, Allow Debug Tools stops Shift+F2 hotkey from working when on map, you can still use it from Europe and Port Royal. From city screen it throws you out to the map and sometimes you go back to city screen instead after repeating the hotkey.
